Blizzard revealed the most recent patch notes for the upcoming Season 15, the Season of Hell's Legacy, which goes live on September 15, at 10:00 a.m. Here are all the changes that are included in this update.
Developer’s Note: Barbarians have been strong for the past couple seasons, so we're going to adjust the class while improving some Core skills. We are also fixing issues that prevented other builds from reaching their full potential.
Developer’s Note: This change reduces Damage per 10 points of Strength from 1.1% to 0.8%. We're continuing to evaluate how the balance of each class holistically differs and the core stat scalar helps adjust for these differences.
Developer’s Note: A small selection of the Druid talisman sets received quality-of-life changes that didn't require them to reenable their 5-piece bonuses, while also receiving much-needed buffs and bug fixes. Storm Shepherd's Call redesign resulted in a nerf from its previous iteration, so we'll continue to monitor its performance in the future.
Developer’s Note: This change increases Damage per 10 points of Willpower from 1.25% to 1.625%. We're continuing to evaluate how the balance of each class holistically differs and the core stat scalar helps adjust these differences.
Developer’s Note: Necromancers’ top builds have revolved around Blood Wave's and Bone Spirit's Core skill variants, meaning many of their other Core skills underperformed. Many of the buffs here are intended to bring those base Core skills back to relevance in the late game. While not a Core skill, Corpse Explosion-based builds have not been close to the meta recently, so it is receiving several buffs and an adjustment to the Exhumation Glyph to make maintaining a high Corpse count more feasible.Soul Rift has also lacked an identity, having been overshadowed by other Ultimate skill options. The adjustments here are aimed at making it an appealing Ultimate option for Shadow DoT-based builds. Rathma's Waking Touch Talisman Set is being adjusted to move it away from strictly an Army of the Dead-based set to supporting Summoning builds more broadly. Army of the Dead will now stack if you cast it multiple times, which should be a net increase in damage for builds that want it to be their primary damaging source. We are also adjusting both Red Blessing and Banished Lord's Talisman to reframe the Overpower gameplay loop from stacking as much Maximum Overpower as possible and maintaining max stacks, to a playstyle based around generating and spending Overpower stacks. We believe this will lead to more interesting and dynamic gameplay.
Developer’s Note: This change increases Damage per 10 points of Intelligence from 1.25% to 1.625%. We're continuing to evaluate how the balance of each class holistically differs and the core stat scalar helps adjust for these differences.
Developer’s Note: This 30%[x] Minion damage scales with skill ranks.
Developer’s Note: The 30%[x] Darkness damage scales with Skill Ranks.
Developer’s Note: Paladin has fallen behind other classes in the late game, so many of these updates are aimed at bringing up the class as a whole through buffs and bug fixes to Core Skills and Oaths.Judgement builds in particular have struggled to keep pace with other builds, so Judgement will now scale with the Skill Rank of the applying Skill, opening up a new scaling vector for these builds. Updates to the Heaven's Radian Fire and Cathan's Righteous Will Talisman sets will help their consistency and uptime to ensure they are competitive with other Talisman options.
Developer’s Note: This change increases Damage per 10 points of Strength from 1.25% to 1.625%. We're continuing to evaluate how the balance of each class holistically differs and the core stat scalar helps adjust for these differences.
Developer’s Note: Rogues have a decent variety of builds available to them, but specific Cutthroat builds could use more power and quality changes.
Developer’s Note: We are buffing the Cold archetype for Sorcerer, since Lightning and Fire have been dominating the past couple of seasons, while buffing up other areas that felt like they were behind.
Developer’s Note: This change increases Damage per 10 points of Intelligence from 1.25% to 1.625%. We're continuing to evaluate how the balance of each class holistically differs and the core stat scalar helps adjust these differences.
Developer’s Note: We want to simplify this node by removing the need to decide if having different elemental enchantments was worth more than having the same elemental enchantments.
Developer’s Note: We are fixing a bug with the Tzic Rune that incorrectly gave a massive damage increase, as well as reducing the maximum stacks on Aspect of Supremacy. To help offset these changes, we are significantly buffing Spiritborn's Paragon boards, Core Skills, Potency Skills, and Unique weapons.Additionally, we have several fixes and buffs to Thorns-based builds, and adjustments to increase uptime of Sunbird's Gorget and the Rezoka's Rage Talisman set to make them more usable.
Developer’s Note: These variants have behaved inconsistently with Spirit Hall bonuses which added their original Spirit back to them. This change makes those interactions more consistent and opens more build possibilities for these hybrid skills.
Developer’s Note: Warlock is performing well with many of their newly improved options. These updates focus on maintaining momentum and build diversity while pruning unintuitive or oppressive scalars. In particular, the Overwhelming Aspect was scaling up too much and Metamorphosis was interacting with several stacking mechanics in unintended ways. Along with this, we are adjusting the power of all Ultimate Skills to account for previous updates or offer alternative build options. We are also looking to redistribute power out of Demonform, starting with changes to the Dynamism Legendary Paragon Node, while mechanical improvements and skill tag additions for several primary attacks have been made to increase or maintain their baseline potency.
Developer’s Note: The ‘Beam’ refers to the area that applies the Vulnerable/Weaken debuffs.
Developer’s Note: The goal of these changes is to increase Legendary Item drop rates from drops and rewards during the early stages of Torment progression, while reducing reliance on upgrading random Legendary Items through the Horadric Cube to complete the Codex of Power with important Aspects.
